Who Regulates Private Colleges In Ontario?

Private career colleges are educational facilities aimed toward individuals who may want or require a non-standard college experience. Unlike traditional colleges, private career colleges offer smaller class sizes, flexible learning opportunities, more hands-on experience, and compressed courses to deliver the education in a short time frame.

Unlike regular colleges which are regulated by the provincial government, private career colleges are regulated by The Ministry of Colleges and Universities. This organization allows private colleges to award diplomas & other qualifications and supports those institutions financially.

Ontario Career Colleges Act 2005

The Ontario Career Colleges Act of 2005 contains the legislation that the Ministry of Colleges and Universities upholds as it regulates private colleges. With regards to administration, this act determines the duties and delegation capacity of the Minister, as well as of the Superintendent of private career colleges. It also requires anyone operating a private college to be registered.

The act allows the Minister to appoint a Superintendent, and the Superintendent to grant credentials. Each college must gain approval from the superintendent for each program through the Program Approval and Registration Information System (PARIS) – PARIS allows the institutions to submit course and module information.

PARIS also acts as a conduit for online communications between the ministry and each college. This communication is required, especially with regards to any course changes, adjustments to tuition fees, and the number of students on each course.

As private career colleges are designed to provide an alternative to traditional colleges, they must adhere to a program standard. The program standard ensures students from all facilities are equipped with the knowledge and experience to aid them in day-to-day workplace operations and to work effectively in their chosen field.
